JSC “Vostochny Port,” the largest Russian specialized port with the high-tech coal transshipment and a member of the coal port holding “Managing Port Company,” signed contracts worth 1.1 billion rubles for the implementation of environmental protection measures since the beginning of 2018.
Within the framework of this comprehensive environmental program, large-scale port infrastructure transformations are taking place in several spheres. The stevedoring company has proceeded with the erection of wind and dust shields of more than 20 meters high, in the territory of the coal handling terminal and Phase 3 under construction in order to minimize the level of dust dispersion all round the sanitary protection zone of the enterprise.
Experts carried out the modernization of the stationary sprinkling system of the coal stores of “Vostochny Port,” which has no analogues in Primorsky Region. They replaced elements of sprinkling machines capable of releasing water up to 15 meters to cover an area of up to 45 meters.
Works on the replacement of the wall covering of the enclosed overturning stations were carried out. Measures are being taken to introduce additional stationary vacuum dust removers in the enclosed dumper facility and at the enclosed overturning stations. Projects are being developed for additional dust suppression in the overturning units of ship loaders, reclaimers and stackers operated in the high-tech coal handling terminal.
The water disposal system of the specialized coal handling facility was reconstructed; the pier and berth surfaces were sealed to prevent the drainage of surface water into the Vrangel Bay waters.
As part of the program, additional equipment was purchased: four vacuum dust cleaners, four snow generating machines, and two vacuum loaders. Operating conditions imply the year-round use of the equipment, including at low temperatures.
This set of measures comprises the continuous monitoring of wind force and speed, and the provision of all the industrial sites with video surveillance systems. Using its own accredited laboratory “Vostochny Port” performs daily environmental monitoring to control the atmospheric air, industrial waters, and the water area of Vrangel Bay.
JSC “Vostochny Port” is re-equipping and retrofitting its coal handling terminal with modern devices to ensure environmentally safe transshipment under the company’s integrated environmental program on the transition to enclosed coal handling technologies in accordance with an agreement made with the Russian Federation Ministry of Transport, the Federal Service for Natural Resources Supervision, Rosmorport and the Administration of Primorsky Region in May 2018 at the St. Petersburg International Economic Forum.
The investments within the framework of the program shall represent over 1.4 billion rubles. The program shall provide more than 40 events, which are to be held by the port holding until 2020.
“JSC “Vostochny Port” is the only specialized coal terminal in Primorsky Region. It has been using high-tech coal handling equipment since its foundation. The company is continuously improving its production processes to minimize the environmental impact relying upon the world best practices. Each event is preceded by accurate mathematical calculations, computer modeling and expert efficiency evaluation,” said Aleksei Kalachev, the Director of Environmental Protection at JSC “Vostochny Port.”
Within the period from 2012 until 2017, “Managing Port Company, LLC” and JSC “Vostochny Port” invested 1.2 billion rubles in upgrading the equipment, water treatment plants and wind protection systems, replenishing marine biological resources and environmental campaigns.
JSC “Vostochny Port” is the first coal port in the Far East that obtained a certificate of compliance with ISO 14001:2015 “Environmental Management Systems: Requirements and Application Guide.” The certificate confirms that JSC “Vostochny Port” complies with both the Russian legislation and international requirements for the control of production-related risks and environmental impact. In November 2018, the stevedore verified its compliance with the certificate.
