JSC “Vostochny Port” is building the wind- and dustproof shields at Phase 3

JSC “Vostochny Port”, the largest Russian specialized port with hi-tech coal transshipment and a member of the coal port holding “Managing Port Company,” is completing the foundation works for the wind- and dustproof shield around the perimeter of Phase 3 of the specialized coal-handling terminal.
The 20-meters high protective barrier with the total length of 1.7 km is being erected on a staged basis. Upon completion of the foundation works in September, a metal frame will be mounted that shall support the windshield panels. The completion of the protective facility is scheduled for December 2018.
“When building the barrier we rely upon the best existing world practice to erect a wind- and dustproof enclosure 1.6 times higher than the coal piles, with due regard to wind patterns of Vrangel Bay. The implementation of the project requires careful development of paper work and engagement of top-level experts at each stage. Investments to the protective guard amount to about 360 million rubles,” said Vyacheslav Nalobin, the Head of Directorate of construction site of JSC “Vostochny Port”.
The shield will safely enclose coal piles of the coal handling facility of Phase 3. The protective barrier is constructed of the perforated metal panels. Thousands of small holes in metal and between the panels redistribute wind in different directions. As a result, the slowed down air flows collapse and lose their force. That force is normally required to lift the dust above the shield. The protective barrier shall retain the force of the air flows within the coal terminal territory.
JSC “Vostochny Port” and “Managing Port Company” are implementing an integrated environmental program for the transition to the enclosed coal transshipment technology in compliance with the agreements made with the Russian Ministry of Transport, Rosprirodnadzor, Rosmorport and the Administration of Primorsky Region in May 2018 at the St.-Petersburg International Economic Forum. The port holding investments in the program will exceed 1.4 billion rubles.
The strategy implies the retrofitting and installation of the additional dust collecting and suppression process equipment, including the construction of wind- and dustproof enclosures. The company’s own accredited laboratory will continue regular environment monitoring to control the atmospheric air, industrial waters and waters of Vrangel Bay.
JSC “Vostochny Port” is the first coal port in the Far East that obtained a certificate of compliance with ISO 14001:2015 “Environmental Management System: Requirements and Application Guide.”
Within the period from 2012 until 2017, “Managing Port Company, LLC” and JSC “Vostochny Port” invested 1.2 billion rubles in the retrofitting of the equipment, treatment plants and wind shields, the replenishment of marine bio resources and ecological campaigns.
